Dr. Mitchell’s prior roles included Chief Executive Officer of Kahi Mohala Hospital and Behavioral Health, and Deputy Director for the Western Massachusetts Department of Mental Health.  Dr. Mitchell, in addition to varied clinical/administrative roles throughout his professional career, has extensive experience working with the Department of Justice and has been involved as a consultant and expert witness in several Consent Decrees and Settlement Agreements directed at improving mental health care in compliance with National Standards in community, hospital and correctional settings both in the United States and internationally.  Early in his carreer, Dr. Mitchell worked as a Psychologist and Program Director at Belchertown State School for the Mentally Retarded.

Most recently, Dr. Mitchell was the Mental Health Administrator for the Hawaii Department of Public Safety, and responsible for working with the Department of Justice in bringing Oahu Community Correctional Center into compliance with national standards for correctional mental health care. Dr. Mitchell also is a certified Bio-Ethicist, is past President and a present member of the National Association for Rural Mental Health, as well as served as the President of the Board of Directors for Ho’omau Ke Ola (the only culturally based substance abuse program for indigenous Hawaiian people).

Dr. Mitchell received his Doctorate. from the University of Massachusetts, Amherst, with a double major in Psychiatric Epidemiology and Health Policy, minoring in Organizational Behavior. He received a Certificate of Advanced Graduate Studies for the University of Connecticut, a double major in Psychology and Health Care Administration.  Dr. Mitchell also has a Master’s degree from Springfield College in Psychology and Rehabilitation, and a Bachelor’s degree from the University of Massachusetts, Amherst in Human Development and Human Services Administration.
